Effective implementation of reforms of the Head of the state will depend on well-coordinated work of both central and local authorities.  

The Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak said this, addressing representatives of local authorities and bodies of local self-government of the Autonomous Republic of Crimea in Simferopol. 

“I would like to stress that for the first time since independence all bodies of power act in concert which allows effectively implement reforms suggested by the President. Reforms will give positive results only under the condition of well-coordinated work of both central and local authorities, including the authorities of your region,” noted Volodymyr Rybak.   

“Radical renovation and modernization of Ukraine is the precondition for achievement of high living standards and implementation of reforms planned. Thereat, Volodymyr Rybak underlined that the authority endowed with citizens’ trust has to be the first one to outline the existing problems, to jointly with citizens find the ways out and in view of this to adopt the necessary legislative basis. “Thus, local authorities should have a clear and real picture of economic state of the region, its investment potential and strategic priorities of regional development,” said the Chairman of the Parliament.

Volodymyr Rybak believes that effective decentralization of government and financial system should be carried out in Ukraine and budgetary federalism should be introduced. “I am convinced that funds for fulfillment of national authorities and maintenance of state institutions should remain in the center,” he said, explaining that part of the budget funds should be left for “balancing” regional development, taking into account different economic base of territories. “But up to 60 per cent of funds should remain in the region, including in the Autonomous Republic of Crimea. There, where national wealth is created and the future of Ukraine is built,” underlined Volodymyr Rybak.

The Chairman of the Verkhovna Rada named the issue of staffing of local authorities an important factor of implementing the initiated reforms. He believes that only officials that are trusted and respected by people – executive managers that can find the right decisions and effectively implement them should govern the community.  

Volodymyr Rybak stood for carrying out analysis of state and local target programs and determining of financial possibilities at local level. “Your task is to accumulate material and financial resources on the directions that are most topical for certain community,” he emphasized.

The Chairman of the Verkhovna Rada stressed the necessity of quickest possible adoption of the law “On Unification of Territorial Communities”, noting that the President of Ukraine determined adoption of this law and the law on cooperation of territorial communities to be one of the top priority tasks in the National Action Plan for 2013.
